The Rural Health Facility Capital Improvement Program (CIP) was developed to use the funds from the State of Texas tobacco settlement to aid hospitals in rural counties of Texas in making improvements in health services and health care infrastructures. Rural public and non-profit hospitals are eligible if they meet the following requirements:

  • Public Hospital

– is licensed under Chapter 241, Texas Health and Safety Code
– is owned or operated by a

  • municipality
  • county
  • municipality and county
  • hospital district
  • hospital authority

– performs inpatient and outpatient services

  • Rural County qualifications:

– Population of 150,000 or less
– With respect to a county that has a population of more than 150,000
– Contains a geographic areas that is not consider urbanized by the government

Awarded grantees are required to manage and monitor the approved project and ensure operations adhere to the statutes, regulations, and grant terms and conditions. The grantee is required to:

  • Ensure funds are spent on approved project activities
  • Ensure funds are not used in violation of agreed upon terms
  • Submit completed reports to the grantor in a timely manner.
  • Ensure an adequate accounting system is implemented and maintained for a minimum of three years after the completion of the project

This program awards up to $75,000 for each selected project and requires a minimum 25% match of funding. Funds may be used for, but are not excluded to:

  • Construction
  • Facility improvement
  • Equipment
  • Real property
  • Designing
  • Engineering
  • Supervising
  • Surveying
  • Other pre-approved expenses

No late applications will be accepted and all application materials must be typed. Applications may be emailed or mailed to the Texas Department of Agriculture.
