This loan program is available to supplement planning, design, and construction cost of wastewater projects. Eligible participants include:
- Cities
- Counties
- Districts
- River authorities
- Other public bodies
- Private entities
Participants must submit a project information form with their application, and pay a 1.85% loan origination fee. Some applicants may need to segment funding based on the projects execution plan. Loans greater than a half a million dollars must have adopted a water conservation and drought contingency plan. All loans are subject to the National Environmental Policy Act (NEPA) and must: complete an environmental inspection, meet the Davis-Bacon Act wage rates, follow the American Iron and Steel provisions, and comply with the TWDB’s Disadvantaged Business Enterprise program.
Loan funds may have terms below the market rate or may qualify for loan forgiveness of up to 70%. To receive this loan applicants must complete the pre-application process, applications must be complete and include:

- Legal information
- Engineering information
- Environmental information
With a complete and approved application packet the funds will be put into escrow upon the closing of the loans to be released from escrow in milestones according to the submitted plan. More information is available on the CWSRF website.
