This program provides grants and/or loans to eligible participants for the administration of water and wastewater services to economically distressed areas. Funds may be used for homes economically distressed areas which include areas that:

  • Have poor quality water supply or sewer services
  • Do not have finances to service water supply or sewer services needs
  • Was established after June 1, 2005

Participating homes cannot have a household income greater than 75% of the median state household income.

Awarded applicants are required to fund system operation and maintenance of the project. Grant funds from this program may be used for:

  • Planning
  • Land acquisition
  • Design
  • Construction
  • New services
  • Water supply and wastewater improvements
  • Treatment works
  • Engineering work

All participants must have a defined plan to operate and maintain the completed system to eligible for grant and loan funds under this program. Eligible participants include:

  • Subdivisions
  • Cities
  • Counties
  • Water districts
  • Nonprofit water supply corporations
