This program provides grants and/or loans to eligible participants for the administration of water and wastewater services to economically distressed areas. Funds may be used for homes economically distressed areas which include areas that:
- Have poor quality water supply or sewer services
- Do not have finances to service water supply or sewer services needs
- Was established after June 1, 2005
Participating homes cannot have a household income greater than 75% of the median state household income.
Awarded applicants are required to fund system operation and maintenance of the project. Grant funds from this program may be used for:
- Planning
- Land acquisition
- Design
- Construction
- New services
- Water supply and wastewater improvements
- Treatment works
- Engineering work
All participants must have a defined plan to operate and maintain the completed system to eligible for grant and loan funds under this program. Eligible participants include:
- Subdivisions
- Cities
- Counties
- Water districts
- Nonprofit water supply corporations
