The Project Modifications for Improvement of the Environment (CAP Section 1135) Program funds projects that modify structures and operations to improve the quality of the environment. Eligible organizations include:
- Conservation Districts
- Local Governments
- Nonprofit organizations
- State/territorial agencies
- Water and wastewater utilities
Awards typically range between $50,000 and $5 million with up to 75% cost share and not to exceed $10 million. Funded projects are constructed by the Corps of Engineers at locations where projects has contributed to the degradation.
To apply for assistance eligible participants should submit a letter requesting assistance with a description of the location and problem. To develop a project the Corps will conduct a preliminary analysis to determine if the project meets the program requirements. Qualified programs are approved for construction, reviewed for:
- Technical feasibility
- Environmentally acceptability
- Cost effective
After review engineering design and construction begins and an agreement is entered. After the project is completed operation and management responsibilities are left to the sponsor.
