The Public Water and Development Facilities Program was established to provide assistance to build up communities by financing projects that will:

  • Attract new industry
  • Expand businesses
  • Diversify local economies
  • Generate long-term, private sector jobs

Eligible participants may be required to meet matching requirements of up to 50 percent of the total cost of the project, depending upon the terms agreed to upon the award of funds.

Funds may be used to demolish, renovate, or construct for projects including:

  • Water and sewage facilities
  • Access roads
  • Port improvements
  • Business incubator facilities
  • Technology infrastructure
  • Sustainable development activities
  • Export programs
  • Brownfields redevelopment
  • Aquaculture facilities
  • Other pre-approved infrastructure projects

To apply for this program, eligible participants must submit an application within 20 days of the funding cycle deadline. Eligible organizations include:

  • Community/Watershed Group
  • Conservation District
  • Educational Institution
  • Local Government
  • Nonprofit Groups
  • Private Landowners
  • State/Territorial Agency
  • Tribal Agency
  • Water and Wastewater Utilities

To start the loan process eligible participants should contact the local EDA regional office. Awarded loans may require follow-up audits and inspections on projects over $750,000 although no post assistance program reports are not required.
