The Regional Water Supply and Wastewater Facilities Planning Program has been designed to offer grants to political subdivisions in the state of Texas to identify, analyze, and evaluate alternative options to meet water supply and wastewater needs in Texas.  To qualify for participation in this program, applicants must be political subdivisions with legal authority to plan, develop, and operate water supply and wastewater projects. Eligible participants must:

  • Provide evidence of local matching funds
  • Provide evidence of written notice send to all parties that will be affected by the planning project
  • Collaborate with existing water supply and/or wastewater activities
  • Conduct coordination meetings regularly throughout the planning process
  • Submit payment request with proper documentation to receive reimbursements
  • Submit required electronic and hard copies of draft final report and final report
  • Provide Texas Water Development Board with reports of results directly related to the planning
  • Use qualified subcontractors

Unlimited rights to the data collected during planning will be retained by the Texas Water Development Board.

Grant funds are available for up to 75% of the total cost. In-kind services may be used to substitute for local share requirements; in-kind substitutes only qualify with proper documentation. Funds are released as reimbursement payments of actual incurred cost from approved activities defined in the application proposal. Applications require:
