The Solid Waste Management Program FY16 is a grant program that provides funding for landfill evaluation and process improvement projects. These grants are reimbursement grants with a one year term based on available funds. Projects may focus on:
- Evaluating the threats of landfills on water resources
- Identification and evaluation of water problem solutions
- Provide technical assistance and training for:
– Landfill operators
– Reduce solid waste streams
– Development plans for closing landfills
– Safety and maintenance planning
– Closure scheduling
- Preparation of water and waste disposal
Funds may not be used for:
- Recruiting
- Service duplication
- Service replacement
- Service substitution
- Political activities
- Capital assets
- Purchase of vehicles or real estate
- Office renovations
- Personal property upgrades
- Construction or operation of water and waste facilities
- Previous incurred costs
Eligible participants include:
- Nonprofit organizations
- The Public body
- State-recognized Native American Tribe or group
- Academic institution
Eligible participants requirements:
- Have a proven successful technical assistance track record
- Has no delinquent debt to the Federal Government
- Is composed of a minimum of 51% U.S. membership
- Has no outstanding judgments for federal debt
- Demonstrate financial, technical, and managerial ability
- Does not contract with nonaffiliated organizations for less than 49% of proposed assistance
