The State Loan Program Texas Water Development Fund II allows a single loan to be awarded to political subdivisions and nonprofit Water Supply Corporations for multiple project components. Projects that may qualify for this program are water supply, wastewater, and flood control projects including:
- Wells
- Transmission lines
- System acquisitions
- Pumping facilities
- Storage reservoirs and tanks
- Water treatment plants
- Water rights
- Sewer treatment plants
- Collection systems
- System acquisitions
- Nonpoint source pollution abatement
- New solid waste disposal facilities
- Storm water retention basins
- Stream channel expansion
- Bridge modification and reconstruction
- Acquisition of floodplain land
- Structure relocation for flood zones
- Public beach re-nourishment

- Control of coastal erosion
- Flood management plan development
Awarded funds are placed into escrow and released as they are needed or after closing, depending on the project. Funds may be used for:
- Pre-design
- Planning
- Environmental studies
- Design
- Final plans
Before applying for the program eligible participant must participate in a pre-application conference with TWDB staff. Application may be submitted electronically through the TWDB website or by mail but must include preliminary engineering, environmental, economic, social and general information.
