The TWDB Flood Protection Planning Program was developed to evaluate solutions to flooding problems in the state of Texas. Planning activities eligible for this program may include:
- Identifying and defining problems occurring from or related to flooding
- Hydrologic and hydraulic studies
- Identifying flood solution
- Solution cost and benefit comparison
- Identifying public needs related to flooding problems
- Flooding protection and solution evaluation
- Reviewing of solution proposals
Eligible participants include any authorized political subdivisions able to plan and implement flood protection plans within their jurisdiction including:
- Cities
- Counties
- Districts
- Authorities created under the Texas Constitution, Article III, Section 52
- Authorities created under the Texas Constitution, Article XVI, Section 59
- Other political subdivision of the State
- Interstate compact commission
- Nonprofit water supply corporations
Applications may be submitted when the Texas Water Development Board requests proposals for each fiscal year. Applications require:
- General information
- Planning information
- Written assurances
- Proof of Notification
- Resolution
- Task and Expense Budget
All applicant are required to provide the following to be eligible for participation:
- Evidence of local matching funds
- Establishment of collaboration efforts with appropriate entities
- Coordination of existing flood protection activities
- Proof of qualifying subcontracts
- Details of subcontracts agreements
- Hold a minimum of three public meetings
- Fulfill subcontract requirements prior to the release of grant funds
- Five copies of the draft final report
- One electronic PDF copy of entire final report
- Six copies of the final report
- Texas Water Development Board copies of results directly related to the program.
