The Water and Waste Disposal Loan and Grant Program provides funds to eligible rural areas for:

  • Clean and reliable drinking water systems
  • Sanitary sewage disposal
  • Sanitary solid waste disposal
  • Storm water drainage to households and businesses

Eligible participants include state and local governments, private nonprofit organizations, and federally-recognized tribes in rural areas that:

  • Have fewer than 10,000 people
  • Is a Tribal Land
  • Is a colonias

The program provides long-term, low interest loans and grants, when available, to decrease costs of proposed projects. Loan terms may be extended up to 40 years with a fixed interest rate based on project needs. Funds may be used to:

  • Finance the acquisition
  • Construction
  • Improvement of drinking water sourcing, treatment, storage, and distribution
  • Improvement of sewage collection, transmission, treatment, and disposal
  • Improvement of solid waste collection, disposal, and closure
  • Improvement of storm water collection, transmission, and disposal
  • Legal & engineering fees
  • Land acquisition
  • Water rights
  • Permits & equipment
  • Start-up
  • Interest incurred during construction
  • Purchase of facilities
  • Other pre-approved cost necessary for project completion

To start the application eligible participants must submit a completed application to the local office with the required forms and certifications.
